An online site begun by a Harvard student lets users download scores and recordings at low or no cost, much to the chagrin of publishing houses.

Humanity's musical treasures -- Beethoven piano sonatas, Schubert songs, Mozart symphonies and the like -- come to life in performance. But they truly survive as black marks on a page, otherwise known as scores. Now a Web site founded five years ago by a conservatory student, then 19 years old, has made a vast expanse of this repertory available, free.
The site, the International Music Score Library Project, has trod in the footsteps of Google Books and Project Gutenberg and grown to be one of the largest sources of scores anywhere. It claims to have 85,000 scores, or parts for nearly 35,000 works, with several thousand being added every month. That is a worrisome pace for traditional music publishers, whose bread and butter comes from renting and selling scores in expensive editions backed by the latest scholarship. More than a business threat, the site has raised messy copyright issues and drawn the ire of established publishers.

The site, imslp.org, is an open-source repository that uses the Wikipedia template and philosophy, "a visual analogue of a normal library," in the words of its founder, Edward W. Guo, the former conservatory student. Volunteers scan in scores or import them from other sources, like Beethoven House, the museum and research institute in Bonn. Other users oversee copyright issues and perform maintenance. Quality control -- like catching missed pages -- is also left to the public. "It's completely crowd sourced," Mr. Guo said.

The site has recently begun adding recordings. And through a partnership with a freelance musician in Indiana who runs a publishing business, it offers low-cost, on-demand printing of the music, often at a tiny fraction of the cost of standard editions. The prices of major publishing houses range widely depending on the number of instruments in the work or its length. A set of parts for a mainstream string quartet, for example, can run from $30 to $50.

The score library project has turned classical music into the latest wrestling mat for conventional information purveyors -- newspapers, book publishers, record companies -- and the new digital forces, like Apple, e-book sellers, music-sharing sites and Mr. Guo, now a 24-year-old Harvard law student.

While a boon to young musicians, the library has caught the attention of music publishers.

"I don't know if I would call it a threat, but I do believe it hurts sales," said Ed Matthew, a senior promotion manager at G. Schirmer in New York. "It is that profit that helps us to continue to bring out more composers' work."

Universal Edition, a music publisher based in Europe, where copyright laws tend to be stricter, threatened a cease-and-desist order against the site for copyright violations in October 2007. Mr. Guo said he did not have the time or money to remove all the offending scores, so he took the site down completely and posted an emotional farewell. That, he said, galvanized followers to appeal to Universal.

Then he took action. Mr. Guo said volunteers checked every score - - 15,000 at the time -- for copyright violations. He set up a company, Project Petrucci, to take ownership of the site to remove personal liability. (Ottaviano Petrucci was an Italian Renaissance printer who produced some of the first impressions of music with movable type.) A disclaimer was made to appear before any score opens, saying that the project provides no guarantee that the work is in the public domain and demanding that users obey copyright law. The site operates from servers in Canada, where copyright law is generally looser.

"We cannot know the copyright laws of 200 countries around the world," Mr. Guo said. "It is up to the downloader."

In July 2008 the project came back online. Downloads have surged.

Some complaints still arise, especially from Europe, Mr. Guo said. "We say we are not bound by E.U. law," he added, referring to the European Union. "Publishers usually go away." Mr. Guo said no formal legal challenges were pending.

He shows publishers little sympathy.

"In many cases these publishers are basically getting the revenue off of composers who are dead for a very long time," Mr. Guo said. "The Internet has become the dominant form of communication. Copyright law needs to change with it."

Those who "cling to their old business model," he added, will simply fade away.

But publishers point out that users of the site can miss the benefit of some modern editions that may be entitled to copyright protection -- and thus not part of the public domain -- because of significant changes to the music, such as corrections and editing marks based on years of scholarship about the composer's intention.

"You're paying for something that's worth more than the paper you're receiving," said Jonathan Irons, Universal Edition's promotion manager in Vienna. "Everybody expects somebody else to pay for it."

Mr. Irons said Universal was unfairly maligned by its critics for doing what music publishers typically do: use revenue from the sale of old pieces to finance publishing of contemporary composers. "They think we're sitting on our bums raking in cash, eating cake," he said.

Many important composers -- including Stravinsky, Bartok and Messiaen -- are barely represented or absent because the copyright has not expired for their works. But a number of contemporary composers have agreed to allow their works to be scanned under a Creative Commons license, which permits free online sharing as long as the originator is properly credited.

Mr. Guo said his drive to create a grand repository of music stemmed from his childhood in China, where his parents, both engineers, sent him to study violin at the elementary school of the Shanghai Conservatory. Browsing through a bookstore one day, he said, he was frustrated by how few orchestral scores were available.

His father took him to Vancouver, Canada, for high school when he was 13. Mr. Guo graduated a year early and entered the New England Conservatory of Music in Boston to study composition. There a world of scores, at the library and in music shops, lay open to him. But the memory of musical deprivation remained strong.

And so he built an early version of the International Music Score Library Project. "It was pretty ugly," he said. He uploaded the first score: Beethoven's Piano Sonata No.1. "It was sort of a symbolic thing," he said. The scan is there, dated Feb. 16, 2006.

The copyright questions stoked Mr. Guo's interest in the law. Thus Harvard Law School. But that was not the only reason he enrolled. "Composing is very good until you have to pay your bills," he said.

With the reports of billion-dollar valuations floating around other interactive Web sites, has Mr. Guo ever thought of trying to profit from his site?

"That's really not my M.O.," he said. "As a musician I have a duty to promote music. That's the basic philosophy behind it."

BRISBANE, Dec 3 AAP - Like a bride-to-be on her big day, the RAAF's F-111s made their
entrance late and memorable for their final Brisbane sortie.

Under grey skies and intermittent light showers, thousands of people filled the best
vantage points around Brisbane to bid farewell to the dinosaurs of the airforce.

Having taken off from the RAAF base at Amberley, seven F-111s appeared in the skies
over Brisbane's CBD not long after midday, some 20 minutes behind schedule.

The 37-year-old aircraft, which picked up nicknames like flying pig, whispering death,
swinger and switchblade, were making their last public flyover before being retired and
replaced by a fleet of F/A-18F Super Hornets.

The F-111 dump and burn night-time flyovers have long been the highlight of Brisbane's
annual September Riverfire festival.

Friday's flyover, which reached as low as 300 metres to give enthusiasts a chance to
photograph or film the moment, meant a lot more to the people of Brisbane than just waving
goodbye to a retiring aircraft.

"It's the end of an era," said Fiona Kinley who was watching the show.

"Just the noise of them gets people excited.

"It's good to be able to watch them flyover for the last time."

But Brisbane's CBD and surrounding suburbs were not the only ones treated to the spectacle.

The squadron split up, with two planes heading north over Sandgate, Redcliffe, Bribie
Island and the Sunshine Coast.

The remaining five F-111s went south to rumble through the skies over the Gold Coast,
Coolangatta, Byron Bay and Evans Head.

A woman's body has been found on the verandah of a home at Willoughby in Sydney's north.

Police and paramedics were called to the home in Holland Street at around 6.20pm last night.

A police spokesman says neighbours heard screaming from the street and when they went
to investigate found the body of the woman .. believed to be aged in her 50s.

The woman is yet to be identified and a post mortem will be conducted to determine
the cause of her death.

SYDNEY, Dec 14 AAP - The state government's handling of the Japanese whaling program
has brought Australia into disrepute and embarrassed the nation, Opposition Leader Tony
Abbott says.

Prime Minister Kevin Rudd insists legal action is still an option in Australia's efforts
to get Japan to stop its so-called scientific whaling program.

Before it came to office, Labor said it was prepared to use the international courts
to stop Japan killing an annual whale quota, but it has been slow to translate that threat
into action.

The whaling issue may come up when Mr Rudd visits Tokyo on Tuesday en route to the
United Nations climate summit in Copenhagen, and the prime minister on Monday told Sky
News a diplomatic solution was the preferred option.

But Mr Abbott criticised the government's handling of Japan's whaling program, saying
not following through with threats of legal action showed Mr Rudd had "talked big but
done little".

"You don't claim that you're going to take Japan to the international court, you don't
claim that you are going to some way assist with the interdiction with whalers, and then
not take any action to back all that up," Mr Abbott told reporters in Sydney on Monday.

"I think that it is a terrible tragedy that Japan is depleting the world's whales ...

I'm as against it as the next man.

"But I don't think you should make threats that you don't carry out - it just brings
Australia into disrepute.

"It embarrasses us before a country which is otherwise a very, very important country
and a very good friend to Australia."

NSW Premier NATHAN REES says he'll consider following his Queensland counterpart's
lead in releasing a list of business leaders who have paid to dine with the ALP.

Queensland Premier ANNA BLIGH has released a guest list of almost 90 businesses and
individuals who paid to be at Labor lunches and dinners between July last year and June
this year.

Ms BLIGH's action is in response to several blows to her government's credibility ..

with current and former Labor MPs found to have questionable links to lobbyists and property
developments.

Mr REES insists business leaders and the general public don't have to pay to gain access
to his government .. saying he and his ministers go out of their way to be accessible.

He also admitted they don't get much when they pay.

Qld: One believed dead in rainy highway crash

BRISBANE, Feb 11 AAP - One person is believed dead in a three-vehicle crash at Peak
Downs Highway at Nebo in central Queensland.

The highway has been closed in both directions since the crash at 7am (AEST) on Wednesday,
and is expected to remain closed for several hours as emergency services assess the scene.

A prime mover fuel tanker involved in the crash has spilt fuel across the road.

A police spokeswoman said there was an unconfirmed fatality and heavy rain was slowing
the rescue efforts.

WA: Prison inmate dies five months before release

A coroner's inquest will be held following the death of a prisoner in Western Australia
on Friday.

45 year old IAN FRANK WINMAR collapsed at Albany Regional Prison in the state's south
.. and was pronounced dead after arriving at Albany Regional Hospital.

WINMAR .. who was serving time for violating parole and assaulting a police officer
.. was just five months short of finishing a five year sentence.

He had a history of coronary disease and was due for release in January.

All deaths in custody trigger a coronial inquest in WA.

HEAVY BODIES STRAIN PATHOLOGISTS

Pathologists say that almost 30 per cent of the bodies they perform autopsies on are
now obese, placing the industry under heavy strain.

Adelaide forensic pathologist Professor Roger Byard said mortuary staff risk serious
back injury trying to manoeuvre large bodies, and specialists have difficulty performing
procedures on them.

Dissections were technically difficult due to layers of fat and were sometimes not
possible on standard trolleys or tables, Prof Byard writes in the Journal of Forensic
and Legal Medicine.

"Autopsies have been performed on floors, or with a pathologist leaning from a ladder,
or actually standing on the trolley over a body," said Prof Byard, who is calling for
specialist equipment designed for heavy bodies.



ONE IN FIVE DIAGNOSES WRONG

Doctors misdiagnose their patients in at least 20 per cent of cases, and poor communication
or lack of sleep are to blame.

This is the claim of an international expert in human error in patient treatments,
Professor Pat Croskerry, whose controversial findings have made headlines in his home
country of Canada.

While visiting Australia recently, the specialist gave a lecture in Melbourne saying
that the rate of wrong diagnosis was "surprisingly high".

"Autopsy findings have consistently shown a 20 per cent discrepancy rate with the pre-death
diagnosis, and a third of these autopsies would not be taking place if the true diagnosis
had been known," said Prof Croskerry, from Dalhousie University.

"In some cases where there is existing uncertainty in diagnoses, the discrepancy rate
can be higher."

He said more needs to be done to teach doctors how to improve their cognitive skills,
emergency responses and critical thinking to avoid making fatal mistakes.



HORMONE THERAPY DOESN'T BLOCK DEMENTIA

Using hormone therapy will not reduce a woman's risk of developing dementia, US researchers says.

Scientists followed about 2,900 women aged over 75 years - half of whom were taking
hormones - for four years, regularly performing tests to assess their thinking ability.

After accounting for age, education and medical history, hormone use did not affect
the risk of dementia, concluded Dr Valerie Crooks, of Kaiser Permanente Southern California.

"This study also determined that no protective effect against dementia was found for
women who initiated hormone therapy at or near menopause," Dr Crooks said.

She said it was not fully understood how hormone therapy affected dementia.

But this study, published in the American Journal of Epidemiology, added to the evidence
that hormone use does not prevent the development of dementia in older women, the specialist
said.



SMALLER BRAINS FOR BUBS OF SUBSTANCE ABUSERS

A mother's substance use during pregnancy can mean a smaller brain for her child, according
to a new US study.

Among 35 children aged 10 to 14, those whose mothers had used cocaine, drank alcohol
or smoked tobacco or marijuana while they were pregnant tended to have a smaller head
circumference than their peers who weren't exposed to those substances prenatally.

The differences seen with use of a single substance were not statistically significant,
but became so when a child was exposed to two or more of them, according to the study
in the journal Paediatrics.

While the findings suggested no single substance had a "devastating" effect on the
foetal brain, Dr Michael Rivkin of Children's Hospital and Harvard Medical School in Boston
said they did show that a combination of them quite possibly would.

"There is no smoking gun," Dr Rivkin said.

"Although firm conclusions about the discrete individual effects of prenatal cocaine,
alcohol or cigarettes on brain volume in the children of our small sample cannot be made,
these data are consistent with a possible, lasting effect of each."



GENE STOPS RAPID GROWTH INSIDE TUMOURS

Australian scientists have discovered a new way to stop rapid growth of blood vessels
that "feed" deadly tumours, paving the way for a new cancer therapy.

Fast-growing blood vessels are essential in helping tumours grow and spread, but a
team from Western Australia revealed they could halt the process by switching off a master
gene.

Turning off the gene, called RGS5, forces vessel growth to return to normal and gives
the immune system a better chance of getting to the tumour and destroying it.

The world-first discovery, reported in the international journal Nature, was made in
mice, but the researchers and other cancer experts say it offers hope as a bold new therapy
if the process can be replicated in humans.

"By understanding what is actually going on in the tumour itself, the ultimate hope
is that we'll be able to work on making current therapeutic approaches even more successful
and reducing side effects of them," said Professor Ruth Ganss, of the Western Australian
Institute for Medical Research.

Prof Ganss and her team were studying the behaviour of blood vessels when they realised
the gene could reverse so-called angiogenesis, the growth of blood vessels inside the
tumour.

(Daily Forty-Niner) (U-WIRE) LONG BEACH, Calif. -- Final exams are approaching and the "panic alert level" on campus has been raised from yellow to red. Energy drink and coffee sales have probably gone up, while hours of sleep have gone down. Despite the fact that finals are crucial for your grade, it's important to keep testing in prospective. Being too wrapped up in academics can leave you ignorant when it comes to life outside of campus.

My professor recently asked one of my classes about an event in the news that had happened the day before. Strangely, I was the only one who knew about the story. As it turned out, France elected conservative candidate Nicolas Sarkozy as their new president. The lesson plan tied into how France will move from past socialist ways into more of a capitalist country.

This wasn't the first time ignorance was exposed in a class. A couple weeks ago, another one of my professors brought up the immigration rally. Even though this event occurred in Los Angeles, nobody knew what was going on.

Concerned by this, I tried to understand my fellow colleague's disconnect with the world around them. Part of the problem is students don't have time to read the news, be it online or in the newspaper. Most people want to watch television or listen to music after reading textbooks and notes all day. Students don't want to spend precious down time on non-school related learning.

Sure school is important, but it's vital to stay in touch with reality. Eventually, you will have a job and your degree can't substitute for common sense.

As soon as I thought it couldn't get any worse, I was talking to a student about politics. Usually, this subject brings up disagreements, which lead to intense arguments. But the problem here wasn't a difference of opinion. It was the lack of one altogether.

The subject of U.S. presidential candidates came up and this particular student didn't know who was running. You might think I was on a grade school campus, or even at a local high school. No, this thought provoking conversation occurred right here at The Beach.

After it became apparent that the student in question wasn't joking, frustration quickly kicked in. How could this happen? This person is responsible, gets good grades and holds down a job. This person watches television and claims to use the Internet frequently. As a business economics major, this person may want to know who is running for the highest office in the country.

While troubling, this person is clearly not alone on campus. Even our own cafeteria shows MTV on the television screens instead of CNN. Granted, the news lacks excitement compared to what happened on "Lost" or "Grey's Anatomy" last night. At the same time, it's important to know at least a little about what's going on in the world.

How do we expect students to vote in campus elections if they don't vote in national elections? Everyone knows young people don't turn out at the poles, and national newspapers are currently losing readers fast.

At the very least, put a news link on your computer, even if it is the Drudge Report. You can even read the Daily Forty-Niner online without getting your hands dirty. Graduation starts today, and so should your interest in the world.

As far as my classmate, not all hope is lost. This person's studying efforts will probably pay off, leading to As on their final exams. And although I can't say for sure, it wouldn't be surprising to learn they're following other hard-hitting and controversial issues - like Paris Hilton's upcoming trip to jail.

NT: Man wanted on nine attacks against women

Northern Territory police are hunting a man wanted over at least nine attacks on women
in Darwin in 10 days.

All of the assaults have occurred in the Nightfall and Coconut Grove areas .. and involved
a man riding a bicycle.

In the most serious incident .. a 35-year-old woman was raped in the grounds of the
Casuarina Senior College about 10 o'clock on Monday night .. by a man who grabbed hold
of her bag from the back of her bike as she rode home.

Acting Superintendent SCOTT POLLOCK says the woman pursued the man .. who stopped and
punched her in the face and sexually assaulted her.

He's urged women not to retaliate.





The attacker's described as aged between 16 and 20 .. of indigenous appearance .. with
brown eyes .. dark short curly hair and about 175cm tall.

CANBERRA, April 16 AAP - Labor says children are under threat of being returned to
immigration detention centres under the government's new hardline policy on asylum seekers.

Refugee advocates protesting outside Prime Minister John Howard's Sydney home today
and in Melbourne and Perth called on the federal government to free refugees from detention
and wind back tough new border security measures.

Federal Liberal backbencher Petro Georgiou helped force the Howard government to soften
its immigration detention policy last year, including removing children from centres and
placing them in community detention.

The government last week announced it was extending its 2001 Pacific solution following
a rift with Indonesia over the decision last month to grant temporary protection visas
to 42 Papuans.

Under the changes, anyone entering Australia illegally by boat - whether they make
it to the mainland or not - will be sent to one of three offshore immigration detention
centres for processing.

But the opposition says the facilities on Nauru and Papua New Guinea's Manus Island
are not officially classified as detention centres by the government, paving the way for
children to be put back behind razor wire.

"All of that is contingent upon people being held in what is defined as a detention
centre. Manus Island (and) Nauru are not," Labor's immigration spokesman Tony Burke told
the Nine Network.

"That means under John Howard's proposal, children in detention can happen again. We
can see indefinite detention back.

"Case managed mental health care can be out the window (and) the oversight of the ombudsman
finishes.

"All of the changes that were heralded last year as a quantum leap by Petro Georgiou
are over - it's a quantum backflip."

Protesters marched through the streets of Kirribilli, on Sydney's north shore today,
calling on the federal government to free refugees from detention and wind back tough
new border security measures.

A group of about 100 were kept from the Prime Minister's Sydney residence Kirribilli
House by a large contingent of police and a 37-year-old man was arrested for abusing a
police officer.

Refugee Action Coalition (RAC) spokesman Ian Rintoul called on the federal opposition
to reverse the "iron curtain" legislation announced by the government this week, which
he said effectively closed Australia's borders to asylum seekers.

"Everybody here is absolutely committed and determined to see the end of the Howard
government," Mr Rintoul said.

"But we are not content to get rid of the Howard government and have a lookalike pale
image take its place.

"Now (Labor) have got the opportunity to put the cards on the table ... by making it
very clear, that there is a policy alternative at the next election."

In Melbourne, RAC Victoria spokesman Tim Petterson denounced the government's immigration
policy, saying Australia had breached its international responsibility by abandoning Papuans
fleeing the troubled Indonesian province.

"Most Australians understand that West Papuans are being brutalised by the Indonesian
military but (Prime Minister) John Howard is so desperate to appease Indonesia that he's
prepared to turn his back on these desperate people and lock them up in these hellholes,"

he said.

"We are absolutely horrified and dismayed by that recent (immigration policy) announcement
and we do believe they put us in contravention of international laws under the International
Refugee Committee."

Greece Crash (ATHENS)

All 121 people aboard a Cypriot airliner have been killed when it crashed into a wooded
hillside near the Greek capital Athens, scattering wreckage over a wide area.

Czech Prime Minister JIRI PAROUBEK has said 80 of the passengers were Greek schoolchildren
returning from a holiday on the Mediterranean island nation.

But a representative of Helios Airways, GEORGE DIMITRIOU, says most were Cypriots,
including 48 youths on their way to Prague.

Officials say no-one among the six crew and 115 passengers, most of whom were of Cypriot
nationality, survived the crash.

They initially ruled out a terrorist attack on board the twin-engine Boeing 737.



Reading (SYDNEY)

The federal government will withhold money from states which fail to adopt a back-to-basics
approach in the teaching of reading.

Federal Education Minister BRENDAN NELSON says he will mandate to ensure all states
comply with the recommendations of a national literacy inquiry.

The Sydney Morning Herald today reports the inquiry has found nearly one in three children
were not learning to read properly because they had not been taught how to sound out letters
and syllables.

Head of the inquiry and a research director with the Australian Council for Education
Research KEN ROWE says about 30 per cent of year 9 students have functional literacy problems.

Dr ROWE is expected to recommend a return to phonics teaching, which was largely eclipsed
in the 1980's by the whole-language method of teaching reading.

Dr NELSON, who commissioned the inquiry, says the government will withhold funding
if states resist the reforms.



Telstra (CANBERRA)

The federal government has stepped up pressure on Telstra to improve services in the
bush to prevent a hefty drain on taxpayers' money to pay for the work.

Deputy Prime Minister and Nationals leader MARK VAILE says the need for a multi-million
government-funded trust to pay for improved bush services would ease if the telco overhauls
services now.

And Communications Minister HELEN COONAN has called on Telstra to carry out urgent
repairs to its network, saying taxpayers should not have to foot the bill.

Their comments come after Telstra CEO SOL TRUJILLO last week asked the government to
contribute to a $5 billion plan to roll out hi-tech services in the bush.



Toll National (SYDNEY)

It's been a horror weekend on the nation's roads, with 18 deaths across six states
and the ACT in a spate of accidents since Friday night.

Three NSW residents were the latest victims of the tragic weekend toll on the nation's roads.

Two men and a woman perished in a double-vehicle crash on the Newell Highway, 45km
north of Gilgandra, NSW, about 1.30pm (AEST) yesterday.

A Central West couple, aged in their late 40s, died at the scene after their sedan
hit a station wagon.

The station wagon driver, believed to be in his 30s, died en route to Gilgandra hospital.



Workplace (CANBERRA)

The federal government is facing growing dissent over its workplace reforms, with the
WA Nationals criticising the planned changes.

WA Nationals president WENDY DUNCAN used her party's conference at the weekend to urge
the government to soften its planned changes.

She says extreme policy changes could create instability for businesses, particularly
the plan to exempt businesses employing fewer than 100 people from unfair dismissal laws.

But Prime Minister JOHN HOWARD has defended the changes.

He says the government is against unfair dismissal laws because they frighten small
firms out of taking on more staff.



Indon Bashir Aust (CANBERRA)

The father of an Australian man killed in the Bali bombings wants the government to
protest an Indonesian decision to cut the sentence of one of the ringleaders.

Muslim cleric ABU BAKAR BASHIR is serving a 30-month sentence for his role in instigating
the October 2002 bombings in which 202 people died -- including 88 Australians.

But BASHIR is expected to have his sentence reduced as part of celebrations to mark
the 60th anniversary of Indonesian independence.

BRIAN DEEGAN -- whose 21-year-old son JOSH died in the blasts -- has called on the
Australian government to strongly object to a remission for BASHIR.

The federal government's controversial plan to sell Telstra should take a step forward
this week with federal cabinet to debate the precise details of the sale.

The Telstra sale plan is expected to be top of cabinet's agenda when it meets tomorrow,
the same day parliament resumes for the second week of its spring session.

Outspoken Nationals senator BARNABY JOYCE is expected to focus on the Telstra sale
in his first speech to the Senate on Thursday.

Debate on the push to abolish compulsory student union fees will resume in the lower
house this week.



Markets Preview (BRISBANE)

The Australian stockmarket will come under pressure today from a weak Wall Street lead,
although energy stocks should continue their upward surge with oil prices again breaking
new records.

In the short term, Australian investors' eyes will be focused upon the record-breaking
annual results season.

Among companies scheduled to report are United Group and Bendigo Bank today, Boral
and GWA International tomorrow and Lend Lease, Leighton Holdings and Woodside Petroleum

Israeli and Palestinian forces have been deployed today to ensure calm in the final
countdown to Israel's evacuation of Jewish settlements in the occupied Gaza Strip.

Thousands of Israeli police have blocked approaches to Gaza to keep back Jewish protesters.

The demonstrators have sworn to stop the first removal of settlements this week from
land Israel captured in the 1967 Middle East war and which Palestinians want for a state.



Iraq (BAGHDAD)

Iraq is racing against time to wrap up its new constitution but there are concerns
the new charter may not be ready ahead of the deadline tomorrow.

Yesterday, Iraqi President JALAL TALABANI said the draft would be ready by today.

But that appears unlikely as the Sunni Arabs -- the once powerful community under SADDAM
HUSSEIN -- have refused to agree to the key point of federalism.

Researchers say Australian children are facing more behavioural, mental health and
social problems, despite enjoying a reprieve from traditional illnesses like infectious
diseases.

SHARON GOLDFELD and FRANK OBERKLAID, of the Murdoch Children's Research Institute,
have called for improvements in the way childhood health and well-being are evaluated.

The researchers -- writing in the Medical Journal of Australia -- say there is virtually
no data on family functioning, despite the evidence suggesting it is just as important
as immunisation.

Lawyers for the Bali nine are expecting Indonesian police to hand over evidence files
to prosecutors in Denpasar today.

BEIJING, July 7 Asia Pulse - China has allocated some 5 billion yuan (US$773.1 million) as special fund to support the development of the Internet of Things (IOT), and the fund is scheduled to be distributed step by step in the coming five years, according to China Securities Journal, citing an unnamed authoritative source.

China has already invited companies to apply funding from for the country's first IOT fund of 500 million yuan, said the source.

The Ministry of Industry and Information Technology (MIIT) has selected more than 100 qualified companies from over 600 companies who submitted their applications.

More qualified companies are to be selected in the future, but the exact final number of the selected companies that will benefit from the special fund is still unknown, it added.

The IOT, the so-called third wave of the information industry after the personal computer and the Internet, is a network of real-world objects linked to the Internet that interact through Web services.

The MIIT and the Ministry of Finance (MOF) jointly rolled out specific regulations on the management of IOT special funds in April, which will be chiefly used to support IOT technology R&D, pilot demonstrations and applications, industrialization, as well as related IOT public services projects.

BT today announced it has signed a Deed of Undertaking (DoU) with the Cabinet Office, enabling it to become a provider of the core network underpinning the Public Sector Network (PSN) programme, a secure "network of networks" specifically for the public sector.

As a result, BT Wholesale becomes a key supplier of open and competitive Government Conveyance Network (GCN) services which will interconnect PSN Direct Network Service Providers (DNSPs), which in turn are supplying government departments and local authorities throughout the UK. In order to supply PSN-compliant networks to its government customer base, BT Global Services, a DNSP major candidate in the UK, will connect to the GCN via BT Wholesale.

GCN will deliver a common secure communications backbone to PSN service providers covering all parts of the Public Sector. The GCN will be one of the enablers for shared services, cloud-based services and datacentre rationalisation, which will deliver benefits to the public sector while reducing cost and complexity. BT's GCN service will be built on its core UK MPLS (Multi-Protocol Label Switching) network, which is already CESG (Communications-Electronics Security Group) accredited, as are many BT network services, to the 2.2.4 standard for security and performance that meets Government requirements for the PSN.

LITHONIA MAN INDICTED IN CREDIT UNION ROBBERY DEFENDANT LED POLICE ON HIGH SPEED CHASE IN CONYERS.

ATLANTA, GA -- The following information was released by the Atlanta Division of the Federal Bureau of Investigation:

CEPEDA BROUGHTON, 40, of Lithonia, has been indicted by a federal grand jury on charges of armed bank robbery and possession of a firearm by a convicted felon. BROUGHTON was arraigned this morning by a United States Magistrate Judge.

United States Attorney Sally Quillian Yates said, "We will not allow the streets of our communities to be threatened by bank robbers with guns in high-speed chases. This defendant allegedly robbed a Conyers credit union at gunpoint, terrorizing the bank employees and customers, who were ordered into a back room of the bank and bound with duct tape. The defendant then allegedly led Conyers police on a high-speed chase that resulted in multiple car accidents before his vehicle was forced off the road. He is now safely in custody and faces the appropriate charges."

According to United States Attorney Yates, the indictment and the criminal complaint, and other information presented in court: On March 9, 2011, at approximately 3:00 p.m., BROUGHTON entered the Georgia's Own Credit Union on Sigman Road in Conyers, Georgia, brandishing a handgun. BROUGHTON ordered three bank employees and a customer into a back room of the bank. The employees and a customer were bound with duct tape. BROUGHTON forced the fourth bank employee to open the bank vault and give him all the money that was inside. He also forced the bank employee to give him the money in two teller stations. Afterwards, BROUGHTON ordered the fourth bank employee to the back room where he bound that employee with duct tape. BROUGHTON fled the bank with over $140,000 in cash.

Another customer, outside the bank, realized a robbery was in progress and called 911, which dispatched Conyers Police Department Officers to the scene. BROUGHTON fled the bank in a stolen vehicle and led police on a chase on Sigman Road and Highway 138 in Conyers, causing multiple traffic accidents. After police forced BROUGHTON's vehicle off the road, he fled on foot, twice turning to point his gun at the pursuing officers before surrendering.

The indictment charges BROUGHTON with one count of armed bank robbery, which carries a maximum sentence of life in prison and a fine of up to $250,000; one count of use of a firearm during a crime of violence, which carries a maximum sentence of life in prison and a fine of up to $250,000; and one count of being a convicted felon in possession of a firearm, which carries a maximum sentence of ten years and a fine of up to $250,000. In determining the actual sentence, the court will consider the United States Sentencing Guidelines, which are not binding but provide appropriate sentencing ranges for most offenders.

This case is being investigated by special agents of the Federal Bureau of Investigation.

Assistant United States Attorneys Teresa D. Hoyt and Richard Moultrie are prosecuting the case.

Members of the public are reminded that the indictment contains only allegations. A defendant is presumed innocent of the charges and it will be the government's burden to prove a defendant's guilt beyond a reasonable doubt at trial.

UAE forbid net links to BlackBerry; BAN.(News)

BLACKBERRY phone users in the United Arab Emirates were reeling last night when the government said it would stop them browsing the internet on the handsets.

The ban - which will also prevent customers accessing emails - starts in October.

It is thought the ultraconservative Emirates - which includes business centre Dubai - is singling out BlackBerry phones because the handsets can't be monitored by the government. Regulators say the devices operate outside the law, which raises "judicial, social and national security concerns for the UAE".

Saudi Arabia followed the announcement by saying it will block the BlackBerry services from this month.

It is unclear if the bans will also affect foreign visitors.
